Nina Singh Carlsen

Nina Singh Carlsen is a Master of City Planning candidate at the University of Pennsylvania. Prior to joining Urban Partners in 2025, Nina served as a Data Analyst and Community Engagement Coordinator for Jersey City's Division of Affordable Housing, where she managed housing data analysis, authored the city's 5-Year Housing Action Plan, and implemented a virtual affordable housing portal. ​ As an Urban Leaders Fellow, she conducted research on Colorado's Special District Governments, utilizing GIS and Census data to propose policy reforms. At CitizenLab, she supported 62 North American municipalities in enhancing resident participation and designing metrics for community engagement success. ​ Her academic roles include co-authoring publications on smart city development and teaching social equity strategies. ​ Additionally, she has consulted for Syracuse's Department of Neighborhood Development, evaluating federal real estate investments to inform long-term strategies.
